Make ilorest packageable reasonably in distributions #43

Add setuptools compat using PBR
Add a PBR entrypoint in ilorest/rdmc.py so main() can be called
rename the src folder as a more meaningful "ilorest" package name
fix all imports to use the new ilorest module name (src -> ilorest)
fully display the exception when import fails
add init.py files when missing
