This PR brings in a new build scheme.

Changing requirements.txt into setup.py
Changing RPM Specfile to build an RPM without the Python tar.gz includes
Changing .gitignore to ignore eggs
No longer requiring make tbz
Updating Sphinx to refer to the current version, and updating it automatically for an RPM build
Adding information for where to download the Windows and Linux libraries for ilorest_chif

Hi @rustydb , is it "python setup.py build"? Or how do we build the msi/rpm? can you put in those steps?
