Web App Manifest and Equivalent Apple meta tags

This PR adds:

Web App Manifest
Apple Web App meta tags
an app icon based off twitter-opengraph.png
a description meta tag

These changes allow users to make shortcuts on their home screens to use Hextris more like an app.

If this PR and #192 are both merged manifest.json (added by #192) should be deleted and manifest.webmanifest (added in this PR) should be used instead.

If this PR and #192 are both merged Chrome users will be able to install this webpage as an app on Android and Desktop.
