[1.20.1] Add Hephaestus (AKA Tinkers Construct: Fabric)

Hephaestus is exactly what it says in the title; Tinkers Construct for Fabric 1.20.1

Given how popular and ubiquitous TC is, this is a pretty safe bet for a mod to add for the 1.20.1 update.

It is impossible to give a definitive answer at this stage, given how distant HexxyCraft 2.0 is in the future (as it relies on Hex Casting 0.11 and other mods yet ported to MC 1.20). However, Hephaestus does introduce a plethora of useful and interesting tools, so it is tentatively accepted.

Elaboration/Consideration:

• The tool creation system allow for an absurd amount of customization and player agency, allowing Players to tailor their equipment to their needs. Additionally, it bypasses the Vanilla system of tools and enchantment system, allowing for a deterministic method of player empowerment.
• However, it invalidates every other tool not in the Hephaestus ecosystem, so that will need to be considered when the complete modlist for 2.0 is being drafted up.
• The various modifiers for tools/armor/etc. require a plethora of unique ingredients, incentivizing constructing infrastructure to obtain them in bulk. Given the technical focus of the modpack, adding more farms.goals contributes nicely to the experience.
• Foundrys/Smelteries add interesting methods of ore processing and automation, especially in regards to fluid management and redstone compatibility. More possibilities with other mods which include fluid management, such as Create.
• Currently in an Alpha state on Modrinth/CurseForge, but all versions of it have been tagged as an Alpha, so stability is a bit of an unknown here. It should be fine by the time 2.0 comes out, however.

Given that Hephaestus cannot be implemented right now, and it isn't rejected, I'll leave the issue open for now, and close it when the modlist for HexxyCraft 2.0 is more finalized (whether Hephaestus is added or not)
