Add option to suppress Author Info when reviewing submissions #122

From a publisher:

Our editorial policy is that submissions are evaluated blindly, by which I mean that author information should not be visible to our submissions team until after they've made a decision. Is there a mechanism under the hood that would let me customize something like this?

Add a toggle to the options page that when set to 'true' will hide the Author Info. Additionally had Help content on this page explaining how this works.

Code has been updated to enable this. Requires a server side upgrade, which is scheduled for Labor Day Weekend (Sept 4th-6th)
