Right now editors do not have a way to mark a submission as withdrawn if the writer simply emails their withdrawl notice to the editor directly and not through HeyPublisher.
They can only "rejecT" the submission, which pisses off writers when an editor rejects a submission they already withdrew.
This functionality would be act just like withdraw does currently. But we should have something in the history that indicates it was administratively withdrawn, not writer-initiated.
