Fix timestamp #27

Ignore the synchronization bit in the CTP, and there is an error in the docs. The quantization error is in nanoseconds, not seconds. Sigh.

Indeed! There is emphasis in the code and the commit message, but this PR is a nice place for it as well. So, again, THERE IS AN ERROR IN THE TRIMBLE/HISPARC DOCS!
