Make sure both your iPad and your laptop are connected to the same Wi-Fi
network.
The transfer won't work over cellular.
There are several other ways to transfer games as well -- you can email the
file to yourself, read the email on your iPad, and launch Frotz to handle the
attachment, or you can use the Dropbox app if you have a Dropbox account

Let me ask this, is there any way to get a hint file into frotz?

Sort of. If the hint file is plaintext, you can upload it to the game's save
game area (using web transfer, ftp, or dropbox), and then view it using the
transcript viewer. Swipe left to the notes, then click on the icon at the top
that looks like paper. Make sure it has extension .txt.
