One footerNavigation for the whole App

Intent: to "globalize" the footer navigation so that we are not hardwiring it in every module

• [x] use binary stack "custom control;
• [x] make a new card, call it "footerNavigation"
• [x] copy the group "footerNavigation" from Surprise this card
• [x] it is now the "SOA" for the footNavigation on other module
• [ ] implement on Gems, Surprise Me and also and the DailyLesson (easy one to make responsive)
