[Feature Request]: Restrict Contributor's PR after crossing 200+ points

Feature Description

As per the guidelines of GSSOC'24, a contributor can claim maximum 200 points from a Repository.

• It is not practically possible for the project Admins to keep a check on each contributor's points

Use Case

I will add a workflow in the .github/workflows directory which will restrict the contributor from making a PR if they cross 200 points. The PR will be automatically closed and labelled as SPAM

Benefits

The admins won't have to worry about the total points and spam of a particular contributor
