[New Tool]: Adding DevOps and Icon tools

New Tool Description

I would like to add the following tools:

Use Case

HeroIcons - It lets you embed SVGs into your project with having to use any CDNs or install any node modules. It works perfectly fine with any Js framework like React, Next, Gatsby etc. or even vanilla HTML. Its completely free and open sourced.
Icons8 - It provides you with a wide range of icons that can be used in your project in any format be it PNG, JPG or SVG. It allows you to modify the foreground, color and background of your icon before downloading it. It has both a free as well as paid tier, but the free tier works fine for all the general purposes. The icons are available in different formats like filled, mini, micro, IOS, windows etc.
Docker Playground - It allows you to spin up containers and learn the intricacies of docker by doing it first hand. This lets you to play with docker without having to deal with the installation of docker. This is free and open sourced.
React Icon - This works similar to HeroIcons but it was specifically made for react but can be used for other frameworks. This is free and open sourced.

Benefits

These tools will further contribute to the list of open source and free tools that can be used by the community for their development needs.
