Add a state to a target.

This state will constantly drain the target's HP and send that HP to the user that inflicted the state.

This is a special effect that requires you to be able to access information about who the user is, which can be done using the State Caster script.

Awesome, a Leech Seed effect, I have to try this out for sure. :D
