Miner vendor but for janitor #11167

[Implementation]: Make a pallette swap of the miners vendor thats purple for the janitor and make cleaning things with the mop give you credits capped at a maximum 2000 per 10 minutes. Items can be added later

This will be in the Economy revamp I am pushing, I will remember to reference this. Going to pin for an hour until I finish my PR draft.
