Almost 4 years old of code that hasn't been maintained. It's gonna get readded once batty finishes the new proc arg are added along with new tgui dependenacys

cba to deal with 24/7 merge conflicts because of oldass circuit code

New circuits system is ready but waiting it's TGUI dependancy updates
