[IMPORTANT] Icons sometimes do not properly update #9443

[Reproduction]: # I don't know what causes it, but it happens sometimes when admins change icons, or sometimes at pure random. For example, changing the icon of the singularity might cause it to be invisible to some people, or completely unchanged. It also happens at pure random to things that aren't changed by admin varedits. It can cause weird side effects like clothes not updating properly, most commonly seen on females (because admin test dummy seems to favor spawning females, and a lot of the time they spawn appearing to not have a jumpsuit) and other weird shit. I can't tell if this is related to the server lag or not.

A fix for this is simply reconnecting. You can go to File at the top of your screen, click Reconnect, and the edited images will appear. I don't know why reconnecting fixes this, though.

TTVs seem to get this problem, sometimes they fail to show that the plasma tank is attached.

Probably fixed in that referenced PR. Need to confirm.
