C4 duplicated upon placement

As in the subject, C4 duplicates. This isn't a HUGE problem, thanks to how long the timer needs to be for it to work but I'd wager that this can be very easily abused in a big way by someone who would actually bother to test this properly.

I'd give some screenshots but currently I don't have time to try and get c4 AND I can't seem to give myself admin locally.

Copy all the config files out of config/intial config. In admins.txt change it LufgtHuron = Host

The C4 only duplicates when placed on walls. The C4 duplicates regardless of how low the timer is.

These don't seem true as I clearly remember trying to spell out "FUCK" on the floor on cargo using the duplicated C4 (which worked until I blew up and died). The 2nd point is almost true - it has to be 401 or above - unless there's some number under that I didn't find. I do remember setting it to anything under 401 and it not duplicating.
