Makes Vapes admin-spawn only. #3282

They're too broken right now; especially with Unstable Mutagen allowing you to get all positive genetic abilities in two minutes flat. I'm fine if they come back since it's a meme feature but meme features shouldn't be imbalanced.

Also several exploits involving smoke and vapes allowing you to dupe chemicals.

Open this back up, at least fix the duping chems part.

Ha No you can still do the unstable mutagen thing with a dropper and the chemicals for the smoke reaction and whatever mix you use to mutate yourself safely. This is not the only way to duplicate chemicals just the laziest and fastest. If you do this also REMOVE These below

  1. The pool is literally a chemical duplicator as it cost nothing to make more chemicals it never drain the beaker with the chemical it is using to fill the pool.
  2. Cyro tubes in medbay use less of what you put in to duplicate it in who ever is in the tube.
  3. The Odysseus mech syringe gun duplicates reagents.
  4. The smoke reaction itself duplicates the reagents mixed with the smoke because it puts in like 80% of the reagents in the smoke reaction in EVERYONE in the smoke equally.

The foam reaction probably does something similar to the smoke reaction so if you remove that also remove this.
