feat(pico): add update command, use new gcc-arm-embedded cask on mac #157

Fixes #153

Also added support for the update command for the pico tooling. This will be useful for using the new dependency on macOS without tearing down and setting up the pico tooling again, as well as any future updates like the pinned git branch.
