--device for include and remove #40

I tried to follow the style of the init command for handling the --device flag. I hope it is close.

I've updated the docs.It is a little tricky to explain so it is a bit verbose. Feel free to edit it down.

There was inconsistency in use of "modules" and "dependencies". I resolved that to use "modules" since that better matches the Moddable SDK terminology. I can imagine revisiting this as xs-dev evolves.
