feat: program reports update

Program reports update

Changes

• Refactor back end code of the program reports group.
• Add new date and hours reformat to sheet fields.

Why

To make these reports' code conform with the new coding style.

Testing

• Manual testing performed for back end endpoints via Swagger UI.

Notes

• The epidemiology one query was modified to accomodate for refactor at SQL level, because it was very complex in back end.
