Bubble Clone snares mobs with bubbles that it places and with a ranged Bubble Prison, but when used on players the bubbles that it places don't snare and it doesn't use the ranged Bubble Prison.
Steps to reproduce issue
Use Bubble Clone on a mob.
The Clone will snare mobs with bubbles and from range.
Use Bubble Clone on a player.
The Clone doesn't snare at all.
Observed result
Bubble Clone only snares mobs.
Expected result
Bubble Clone snares mobs and players.

**First noticed:** It has been like this since release, it was impossible to tell that it is supposed to use the snares until a more recent patch that allowed Summons to cast jutsu on mobs.
