Fix Table of Content too long, and anchor link mismatch issue #98

For /work and /blog pages, Table of content generated are too long. As we are taking all <h2>, <h3>, etc.

To make it the same as existing HK website, we only want to limit TOC up to <h2>.

On /work and /blog pages, some anchor links on TOC are different than the actual <h2> link on the content. Clicking on the anchor link on TOC, bring users to top of the page, which was wrong (as the link doesn't exist on the content).
