Reworking the fleet manager UI to be more user friendly.

Reviewed designs today with the team - work beginning soon along with other bug fixes related to the Fleet Manager interface.

desktop interface designs done, need to make compatible with mobile then handoff to dev team

We got blocked on a few things not working. We just need a few days of testing and then we will release.
