4.4.0 Test Drive - GNSS Data (inert) makes it to Backend

Requirements:

• HDC 4.4 data contains GNSS Auth payload, without affecting E2E experience.

Notes:

• Does not contain ML. Will need to merge with 4.2 features in the future.
• Cannot downgrade to 4.2/4.3 - do not share with CTP in this semVer state

Mazar fixed an issue found during the drive, so i was able to collect < 10 minutes of data. However, 2/27 did not yield FrameKms in the app (6.20.5).

Investigating the HDC files, will provide an update today.
