various fixes:

• In all of the Pellardur focuses, KND is used instead of PEL
• Harad's starting naval techs were out of date
• updated history/units to correctly spawn Umbar armada and Pellardur armada.

In the second commit I said "update umbar starting naval techs". That is actually supposed to be Harad's naval techs. oops.
