What steps will reproduce the problem?
1. Run the program with no ini file present.

What is the expected output? What do you see instead?

Fog should be on. It isn't.  This prevents the sky from rendering.

Fog is not off by default.  Fog is failing on some systems.  Could some
implementations require that lighting be enabled for fog to work? What other 
state
changes could affect this?

This seems to be related to another problem where the sky doesn't render on 
some systems.
