Make Hobo compatible with Rails 4.1 #83

Now that Ruby 2.1 seems to be working, Rails 4.1 seems to be the next step. I'll mark it for the Hobo 2.2 milestone, let's see how long it takes us.

Thanks, Igancio. I think we are close to getting NIFA Portal to Hobo 2.1 and Rails 4. http://portal.nifa.usda.gov

The agility bootstrap test app is working fine with Ruby 2.4 and Rails 4.2.10. Closing this. Next milestone: Rails 5
