Local OpenAdStreamer doesn't work

What steps will reproduce the problem?
1. Run any example of Flowplayer with OpenAdStreamer
2. When the URL of the streamer is: "url":
'http://static.openvideoads.org/downloads/flowplayer.org/OpenAdStreamer.swf' 
everything
works.
3. When the URL is "url": 'OpenAdStreamer.swf' (points to the local
OpenAdStreamer) the ads are not shown.

What is the expected output? What do you see instead?
Ads are not displayed.

What version of the product are you using? On what operating system?
Win XP, Flowplayer 3.1.5, latest OpenAdStreamer (0.4.0)

Please provide any additional information below.
My problem is that I'd like to use Flowplayer playlists with the OpenAd
delivery. However, as I understand, I need the latest OpenAdStreamer plugin
for that. But, as I mentioned above, pointing to my local OpenAdStreamer
doesn't work, and the one on
http://static.openvideoads.org/downloads/flowplayer.org is an outdated
version from October 02...

I think you are missing BaseURL parameter somewhere..
