Council: Standardize TsuMeta Committee Plug-in #205

Since this is open source, I took the liberty of standardizing this to make it more easy for the servers to manipulate the plug-in within moments. Of course I defaulted the options to replicate how TsuMeta wants it.

This also had various bug fixes I have found now I understand more about programming lol
