Describe the bug Unable to test or save secrets on first load

To Reproduce Steps to reproduce the behavior:

  1. Create a new DNN 9.2.2 instance
  2. Install 1.0.0.48
  3. Enter valid secrets (used from another side)
  4. Unable to save

Expected behavior Expected the secrets to validate
