[Enhancement] Seeing recorded in obs_times #132

It would be nice to record the seeing in the obs_times file for easy access to produce an observation log table.

If you agree, I have a code I can add.

That sounds like a good idea! But be careful about backward-compatibility for all the obs-times files that don't have that column
