Rework of time counting. #52

This is the result of #8 and #9.

Idle time (Gt) is going to be individual. Default length in preferences.
Quiet is going to be individual. Default in preferences.
Idle dialog will be per task.

The task table will contain a column Gt with a default of 0. If zero is stored then the default value from settings will be used.

The task table will also contain a Quiet flag. This will always be used but the new task dialog will start with the default value from settings.
