Command to kick off ctags #18

Using shai-hulud for the aic plugin at work to do this. Maybe a more generic solution that takes a path or something? dunno...

I'm currently not seeing the need for it and, consequently, not feeling the best way to implement. Putting off until I use ctags outside of work.

Would probably just do "Run ctags -R ."
