Oxy Runs cars sometimes not showing up. #145

Cars just sometimes don't ever show up to the location. This leads to having a bunch of drug boxes that are kinda useless. so It would be nice if, we kept getting Oxy runs based off, how many drug boxes we had in the car or something.

You need to wait more, vehicle spawning time is random.
