Unify Service Config options #100

We are using a combination of ini files and JSON. We need to pick one and stick with it. Both have pros and cons.

JSON was selected. @ms-xy will be adjusting the service library for GO and Python

as an update, @ms-xy has some good stuff in the works. He requested we do a formal code review next week.
