Control specific system processes from app

The holo hosting app will run on a system process, and so the holoport manager app needs to be able to start and stop processes based on the authenticated user/owner request via the app. This task needs API methods and web interfaces. In this scope it will be limited to just serving the JS app locally as a web application.
