moves to and integrates composer #333

[x] add composer.json/.lock
[x] move setupfiles.sh to be handled by composer install
[x] integrate composer autoloader
[x] ☝️ make sure this doesnt break the cms autoloader
[x] make phpmailer a dependency
[x] purge the whole thirdparty directory
[x] ☝️ make sure phpmailer works

optional ...ish

[x] add phpstan
[x] add github workflow for it (run, but not mark as fail)

in another pr, will work through what phpstan complains about/tune it, this is the prerequisite work

some future ideas:

migrate the whole going /installer process into the composer install process (ask few credentials, test them, etc) and clean up example files like configTESTBACKUP.php, htaccess.txt
add a albaupdate command or something so you can one command update alba, optional params for latest tagged, lastest master, or latest specific branch
