Could not connect to host (http://127.0.0.1:18083/)

What steps will reproduce the problem?
1.As a url enter http://<localhost>:85/phpvirtualbox
2.Login
3.Error popsup

What is the expected output? What do you see instead?
I expect to see the virtualbox screen to manage my VMs.
Instead I see a popup error showing Could not connect to host 
(http://127.0.0.1:18083/) then when clicking on details it shows:

What version of phpVirtualBox, VirtualBox, and PHP are you using? On what
operating system?
phpvirtualbox 4.3.1
virtualbox-4.3_4.3.16-95972~Ubuntu~raring_amd64.deb
Ubuntu Server 14.04
