There are a few inconsistencies with HsEvent, ConfigChange, Devices.

When a device with features is deleted, 2 calls are made to HsEvent with the same ref number.
When a feature is created and added to a device, HsEvent is not called at all.
When a feature is moved from one device to another, HsEvent is not called at all.

Tested with PluginSdk 1.4.2.
