borgbackup just installs a binary

is not provided from the developers. I think the best way around this would be to add a caveats
explaining that Full DIsk Access is required.

Since Mojave, backup apps require an additional configuration in order to get full disk access. Backblaze reference here.
This applies to Borg as well. However the instructions for adding access do not work with terminal applications! They only work with a properly-bundled application. Borgmatic reference here.
To fix this problem, the cask would need to install into the Applications directory. Then we would need instructions for the user to enable the application for "Full Disk Access".
