No, there is very good network , i can make outgoing calls . But no incoming.

Are you trying to call your mobile from your mobile? :p
Well, try to call your mobile from a different phone.

In Argentina, with Movistar, I'm able to receive and send calls!
In fact, in RC7, when somebody calls you, the phone in 1 second show you the
screen for answer, yet when the phone is in sleep mode.

I am having the same problem.
I stared at the screen and the call did not come through, although the Call Log
documented an incoming call at the exact time I was looking, and I knew someone
was trying to call. Rogers Canada V6.3-rc7

I reflashed v6.3-rc7 and installed gapps tiny. after reboot, I can confirm that
I am receiving incoming calls. Yakaaith, you may want to look into the gapps
installation.

Indeed I had the same issue with this RC7. Maybe the first to detect it. I've
immediately switched back to RC5. Meanwhile, I just fall in this post:

I think, the solution is to install GAPPS in order to receive calls... A little
bit stupid, once I really don't want to slow down my mobile with google apps.
I may confirm this with mine if necessary.
