I've posted a test under issue 35, try it as well for this and post results.

Ok, not sure if this helps,
But i was not getting any 3g... after digging through the forums i found out
that the firmware that i flashed my phone to inorder to get fast boot, changed
by wcdma bands to the 900... the carrier i am on uses the 850, and in some
cases, that may be the only band avaible...
SO... I am on the V10H_00.kdz, and able to get 3g working, i was on the v10D
with no 3g... This could be the main cause of everyones issues, due to the
diveristy of singals that each country/carrier uses... would make sense that
some people arnt able to get any signal, if there is only either a 850/900 band
out there...
Your phone is EITHER 850 or 900 wcdma, do some research and find out (if your
having issues) what band your carrier uses, and compare it to your firm ware
you are using...
At least this is how I fix my issue...

Same issue for me as Bear60009, but only for 3G. I installed a firmware
matching my operators 3G frequencies, and 3G works even after I install boot
1.7 and system 4.4, but SMS does not work. Entering the SMSC matching my
operator does not work either. With the Argentina cupcake firmware I get 3G and
can send SMS, when I updated to system 4.4 I still get 3G but cannot sent sms.
As Bear60009 I am on a wsdma 850 3G band. With ZACPODS donut I can sent SMS,
but no 3G.

I can confirm this with boot 1.7 + system 4.4 :
I cannot make calls
I cannot send sms
I can receive calls just fine
I can send sms
Data is working
modem firmware is GW620-V10G
factory version: GW620AT-01-V10g-730-01-DEC-30-2009
HW version: GW620_1_0
Carrier is EntelPCS Chile
All of the above (sms + outgoing calls) were working fine with Zacpod's Donut

Hello,
Could this SDGC (Selective Dynamic Group Call) thing have anything to do with
this issue?

@Bear60009, Rune.Brandrup:
Can you please give detailed informations which firmware you used to get 3G
working (Url to the firmware on Lg servers would be great!)?
And did I understand right, that the image on the Wiki page 'Installation' uses
900Mhz and yours uses 850Mhz for 3G?

For the 'no outgoing call possible' issue:
Please try the files in
http://code.google.com/p/openetna/downloads/detail?name=dial_test-1.zip
and report if this fixes the issue.
If not, capture a new log:
"Switch the phone off, issue adb logcat -b radio > boot_plus_call_not_working,
boot the phone, call someone. After the line has been established, stop logcat."
Details:
From difference of logs, I found that LG's Stk application sends a
APP_INIT_COMPLETED message to the RIL, which triggers a short conversation.
Maybe that does affect the internal state, which is necessary for calls.

polytheus:
I recently bought my eve on ebay. It came with Zacpods firmware which I believe
is based on the Korean 1.6 donut firmware. I don't what the 3G frequencies in
Korea are, but my bet is that they are different from what my carrier uses (my
carrier uses the 850 wdcma, just like AT&T in the US). With Zacpods firmware I
could not get 3G to work, I even flashed other firmwares I found on the net,
and still no 3G. I flashed openetna firmwares (4.3 and 4.4 and corresponding
kernels) and still no 3G. I then used the LG software to "update" the firmware
choosing Argentina as my country (uses the same 850 WCDMA frequency as here in
Ecuador). After this update I got 3G, then I flashed OpenEtna 4.4 (again) and
now I have 3G with OpenEtna.
I understand that fastboot cannot flash the radio firmware, so I suspect that
using the LG update made the difference. When I flashed a rom from carrier that
uses the same WCDMA bands as my carrier 3G works. I don't know the version of
the firmware that got 3G working, but my modem version is now: GW620R-V10f.
(hope that helps)
I still can't send SMS, that is a problem that I only have had with OpenEtna.
Maybe it is also a GSM/WCDMA band problem?
Let me know if you need more information, I will do my best to get it.
Thanks!

I just tested my friend's HSDPA Rogers GSM chip and I am able to call out using
the latest rom 4.5rc-1 and boot 1.7. (also cleared user cache)
I didn't have to change any settings, just booted up and it was working. This
is amazing.

Haven't tried all functionality yet, but outbound calls works with system4.5rc1
for me. The phone says it's got 3G connectivity. All local contacts got removed
when the phone lost track of my google account (I keep my numbers un-synced to
keep some privacy). Dunno why that started to happen around System 4.3, but it
sure is a bit cumbersome for me. Especially since all my 300+ contacts were now
imported to my work address book... Will have to try SMS and incoming calls
too, but not until I've cleaned out all duplicate contacts. :-/

Well, this seems to be working fine except that nobody can call me now. they
keep getting my voice mail. The weird thing is that I get a record in my call
log with times of 00 mn 00 seconds. I think this is similar to issue 137

@polytheus:
From what i was reading that is the case, i have never heard that before, but
apparently the firmware changed my the band of my 3g. Yeah on the wiki
"installation" page it directs you to a V10D_00 kdz, for those who need a get
fastboot working. And that firmware is for a 900Mhz band, I am not expert, but
this is what i have found out so far just trying to get everything working...
I am using an Orange network firmware v10h, and after I flashed it, my 3g
started working...
http://csmg.lgmobile.com:9002/swdata/WEBSW/GW620/AORFBB/V10h_00/V10H_00.kdz
And is there a way to save all the apps and user data i have and restore it
after update the system/boot?

/**

Fixed it! :D
All you have to do is:
$ sudo ./adb shell
~ # sqlite3 /data/data/com.android.providers.settings/databases/settings.db
INSERT INTO secure (name, value) VALUES ('device_provisioned', 1);

Can somebody provide a patch for telephony?
I have been working with a pull from codeaurora, but it seems like everything's
preconfigured for CDMA instead of GSM, which results in no network signal and
"No Sim Card" and "RADIO_TECH_UNKNOWN"
I've stripped a logcat if you want to check it out.
