  2. Variance of rates per 100000 in gam input per grid cell

because there are few data, so each t, sx, and sy in gam input only has one y value. variance is unable to be estimated.

This seems to be an all-0 run? All national level data is 0 in table 6.

Besised that things look good given the available data. (normal that sd_w and rho are having a hard time, the bad rhats in the output are due to the low number of cases). This shows limits of the model for all-0 data.

Suggestion: accept and consider model with no w.
