Subnational output rhats not great, some convergence issues with sd_w. This is due to only one sub-national observation.

Suggestion: Accept or in model with no w.

One chain has a little bit convergency issue. Modeled cases are slightly overestaimted but still fewer than 15 cases.

Other convergency issues have been solved.

Suggestion: accept no-w run.

After removing the unused parameters from sampling, all diags look good. Approve
