Slight underestimation in 2014 due to lower tfrac obs that are getting included as full obs. Slight instability in rho and sd_w - perhaps because there is not much subnat data except in 2013 but there are substantial numbers of cases in other years too (2014). Otherwise, the diags look okay.

Temp Approve - could remove some of the 2014 lower tfrac full obs and could try no-mixture sd_w prior or minimal subnat model settings once those are decided.

Unstable sd_w, rho, and w estimates. No subnational data except in 2013 even though there are substantial cases in other years. Try no-mixture sd_w prior setting.
