because there are few data, so each t, sx, and sy in gam input only has one y value. variance is unable to be estimated.
Very small number of cases. This causes issues in convergence.
Suggestion: reject and create a new model with no w.

Merged in branches related to minor fixes in the UN population adjustment and admin 0 clipping precision which resolve and speed up the data pull and grid-shape computations.
Rerun no-W model on dev to finalize.
Due to errors in the output shapefile ordering, we reran this model as a production run on dev_fix_unpop_new which seems to have resolved the issue.
