All diags look good but the case counts reported to WHO annual reports are really low compared to what was reported to Zambia MOH -- OC 344 (WHO) and OC 20370 (MOH) could use investigation -- We should verify that we do not need to thoroughly audit this data.

Approve if the OCs don't need auditing.

I double checked OC 20370 and the who annual report OC 344, the numbers are correct in these two resources. but they do have a large difference.
