fix config writer for dev_newobsmodel #465

Deprecated functions still in dev/setup_helpers.R: check_od_param check_od_param_sd_prior_adm0 And I think that in terms of parameters in set parameters we can remove: inv_od_sd_adm0 (this is hard-coded in the stan code)

ECL 6/5 investigation: I don't think we should remove the inv_od_sd_adm0 check functions and parameters because the inv_od_sd is indexed from 2:num_admin_levels in prepare_stan_input
