Add Toggle To Disable Explanation Modals #168

Add a switch to the top right nav bar that can disable the explanation modals from popping up. The modals are useful for live site, but can get in the way a bit when using the dashboard locally. The state will need to go into the MainContainer component so the NavBar component can communicate with the MainMap, MainGraph, and MainChart components.
