inference does not work unless seeding perturbations are specified #132

May not want to perturb seeding, may want to keep it fixed! Shouldn't have to specify perturbations if you aren't perturbing it. That's not consistent with other parameters

Also we should get rid of seeding:perturbation_sd, this is really a legacy feature just kept for compatibility of extremely old configs
